Modern technology allows us to abandon representative democracy and move to direct democracy, when laws are proposed and adopted by direct vote of citizens, and not by elected representatives who are prone to abuse of power and corruption. In order for direct democracy to really work, it is necessary that voting be a civic duty of every citizen. It is necessary to understand that how we live and what future awaits us depends on our participation, on everyone's participation in decision-making. A citizen can speak for, against, or abstain, but he must vote. Duty evasion, like any pressure (including bribery) on a citizen to force him to vote differently from his reason, should be prosecuted. A citizen should not be afraid to openly express his opinion and vote as he sees fit. Modern network technologies make it possible to make voting fast and easily accessible and, accordingly, participation in voting, as a compulsory fulfillment of civic duty, is not burdensome. In order to avoid falsification of votes, any vote must be open, so that every citizen can check that his vote has not been changed, as well as so that the overall result can be checked and, if necessary, rechecked by a public commission. Direct democracy will save us from dirty political games, from politicians who are bought by pouring money into their election campaigns and who, as a result, work not for the people, but for those who bought them. From all kinds of lobbying, which is clear evidence of political venality. Direct democracy will save us from politicians who follow the lead of the minority to please their political ambitions and pass laws that are not approved by the majority. Direct democracy will reduce the number of officials and will not give them the opportunity to abuse power for any purpose. The introduction of direct democracy should be at all levels, from the city administration to the state administration.
The proposal of the law occurs by creating a petition. Any citizen can create a petition. When a certain number of supporting votes are recruited by a petition, a pool is created for the adoption from citizens of versions of the law and their discussion. Each option is evaluated by other citizens and the option that has received the most approval is put forward as a draft law for a general vote. If more than 30% of citizens abstained from voting, the bill is returned to the pool. If a bill has been returned to the pool in this manner three times, it is removed from further voting. The bill is withdrawn immediately, without returning to the pool, if the majority of citizens voted against. Of course, with a majority of votes for the bill, it is passed as law. The minimum required number of people who voted in favor of a bill to be passed into law may be set. If a majority voted in favor of a bill and the minimum number has not been reached, the bill is returned to the pool. All important administrative decisions, including the budget, must be put to a general vote. Administrative officials should not have the opportunity to exercise their power, except in the implementation of adopted laws, as well as administrative decisions considered by a general vote.
In modern conditions, we must act as a political force: campaign for support of our goals, nominate our candidates for election to government bodies at all levels, so that in the future they can introduce direct democracy by making appropriate decisions by administrative bodies.
The dominant capitalist system in the modern world creates social inequality, in which working people are in poverty, while people with capital gain huge profits only from their capital (money makes money) and the exploitation of workers. Likewise, the imperialist essence of capitalism leads to wars, since capitalists need to seize other sales markets and labor to increase their profits. When market expansion slows down or becomes impossible, a crisis sets in, in which working people are put on the brink of survival, while the capitalists arrange a redistribution of assets. The need to destroy the capitalist system is obvious. At the same time, the socialist system also proved to be ineffective, both economically and in relation to the position of the working people. We need to preserve free enterprise, the market and competition while getting rid of the capitalist system. The proposed solution is to deprive the capitalists of the rights to the means of production and transfer these rights to labor partnerships. At the same time, the transfer of rights should not take place by expropriation methods and nationalization.
In a labor partnership, all means of production belong to the partnership, and the profit received by the partnership is divided as earnings among all working partners in accordance with the professional ratio and the number of hours worked. The occupational ratio is the pay ratio according to the profession. Since the labor partnership is governed by direct democracy, this or that coefficient is set by a general vote. For example, the coefficient for an office secretary may be 2, and for an enterprise manager 5 or 10. That is, to attract a professional who is important for production, the partnership may offer him an increased coefficient, which must be approved by a general vote. An ineffective, negligent employee can also be excluded from the partnership by a general vote. Admission to a partnership can be arranged as a tender, in which candidates are evaluated by all members of the partnership. The unit of the professional coefficient is the minimum weekly subsistence level established for the region in which the partnership is located, divided by the number of working hours per week. At the moment, with a 5-day working week and an 8-hour working day, this is 40 working hours. But with an increase in the well-being of the working people, due to the fact that the profit will belong to them, and not to the capitalist, the number of hours in a working day can be reduced, as well as the number of working days, which will solve the problem of unemployment.
As mentioned above, we are against the privatization and nationalization of enterprises and means of production, and any other transfer of them by force, despite the fact that our goal is to consolidate labor partnership in the constitution, as the only form of any enterprise. In today's realities, enterprises have to buy out from their owners and rebuild into labor partnerships. And we can already start this peaceful revolution. We are organizing a fund to raise funds for the purchase of enterprises in order to create labor partnerships in the future. Labor partnership within a certain period of time must return the funds spent on the acquisition of the enterprise, which will again be invested in the fund. Thus, the fund's money will not be spent, but will be constantly invested in the acquisition of other enterprises. Thus, the number of newly created labor partnerships will constantly grow. In addition to acquisitions of existing enterprises, the fund can provide funds to finance newly created labor partnerships. The fund's activities are absolutely transparent. All projects for the acquisition of enterprises are put up for public consideration and approval, by voting by party members.
Thus, with the introduction of direct democracy and labor partnership, as the only form for the means of production, we will get rid of many of the vices of the modern world order. There will be no imperialist wars, since there will be no point in seizing foreign territories in order to increase their capital. We'll get rid of politicians and officials parasitizing on the people. The general welfare of workers will rise and, accordingly, their social protection.
